Florida library cards are issued county by county (plus a few independent city libraries). Regional reciprocal-borrowing agreements like the Tampa Bay Library Consortium let you check out physical books at neighboring systems, but reciprocal cards are excluded from Libby and other digital services — extra Florida catalogs usually require living, working, or paying for a non-resident card in that county.
The Libby landscape: every large county (Miami-Dade, Broward, Palm Beach, Hillsborough, Orange, Duval and more) runs its own independent Libby collection, so each card unlocks new titles. Smaller counties pool their ebooks through regional networks — NEFLIN in north Florida, the Panhandle Library Access Network in the west, the Tampa Bay Library Consortium catalog (Pasco, Hernando, Heartland counties), the Southwest Florida Library Network, and the Southeast Florida Library Association for a string of municipal libraries. A card at any member of a group unlocks the same shared catalog.
A few systems opted out of Libby entirely — Sarasota, Charlotte, and Nassau counties use cloudLibrary, and Sumter and Gadsden counties use Axis 360/Boundless. The map shows every county or regional card-issuing system plus notable independent city libraries.
