Any Georgia resident can get a free PINES card that works at roughly 300 branches across most of the state — one card, one shared physical catalog. For ebooks, though, what matters is which system issued your card: most PINES systems also belong to Georgia Download Destination (GADD), a separate Libby consortium of 50+ library systems, and your card unlocks GADD only if your home system is a member.
The systems outside the shared pool are the prize: metro Atlanta's Fulton, DeKalb, Cobb, Gwinnett, Conyers-Rockdale and Forsyth systems each run their own Libby catalogs, as do Live Oak (Savannah), Sequoyah Regional (Canton), Chattahoochee Valley (Columbus) and Northwest Georgia Regional (Dalton). One GADD-member card plus those ten independents covers every Libby collection in the state. Note that metro systems set their own eligibility — most give free cards to any Georgia resident, but check before you go.
Each pin is a card-issuing library system; Georgia's regional systems cover multiple counties, so one pin can represent several counties' libraries. Oddity worth knowing: tiny Smyrna Public Library sits inside independent Cobb County yet belongs to GADD, so a Smyrna card unlocks the statewide pool that a Cobb card doesn't.
