Louisiana library cards are parish-based, with only patchwork reciprocity: New Orleans issues free cards to Jefferson and St. Bernard parish cardholders, and the Libraries Southwest parishes around Lake Charles honor each other's cards. There is no statewide card or statewide digital collection.
The Libby landscape is a quilt of four regional shared catalogs — Libraries Southwest (Lake Charles area), the Green Gold Consortium (Shreveport and most of north-central Louisiana), the Tri-Parish E-Library (west of Baton Rouge), and the E-Library Co-Op of Southeast Louisiana — plus nine parishes that buy their own independent collections, including East Baton Rouge, Jefferson, New Orleans, and St. Tammany. Each independent card and each consortium group is a genuinely different Libby catalog.
About two dozen parishes — including Lafayette and Ouachita (Monroe) — currently offer no Libby at all, lending ebooks through cloudLibrary or similar apps instead; they are marked in dark on the map. Every parish system in the state is pinned.
