Maryland is one of the easiest card-collecting states in the country: any Maryland resident can get a free card from any of the 24 county and city library systems, no matter where in the state they live. Walk into a branch (or register online where offered) and you can hold cards from Annapolis to Oakland.
For Libby, 21 of the 24 systems pool their ebooks in the shared Maryland's Digital Library catalog - one card from any member gets you the common collection, though each member also buys extra 'Advantage' copies that only its own cardholders see, so a second member card can still mean shorter waits. The big prizes are the three systems that run separate Libby collections: Baltimore County Public Library, Montgomery County Public Libraries, and Prince George's County Memorial Library System. Those three cards each unlock a genuinely different catalog.
