Minnesota's Reciprocal Borrowing Compact lets almost anyone with a home library card register and borrow at nearly every other public library in the state — but it covers physical materials only, not ebooks. To use another system's Libby collection you generally need to live (or own property) in its service area, so extra in-state cards rarely unlock new digital catalogs.
Libby collections here are pooled by region. The eight Twin Cities metro systems share MELSA's huge Twin Cities Metro eLibrary — one metro card covers them all. The other regional systems each run one pool: federated regions like Arrowhead (northeast), SELCO (southeast), Traverse des Sioux, Plum Creek and Viking share a catalog among their member city/county libraries, while consolidated systems like Great River, East Central, Lake Agassiz, Northwest Regional and Pioneerland issue a single card for their whole multi-county area. The exception is Kitchigami (Brainerd/Bemidji), which offers its ebooks on cloudLibrary and hoopla rather than Libby. In practice there are about eleven distinct Libby catalogs in Minnesota — one per regional system.
