Pennsylvania is a card collector's dream. The Access Pennsylvania statewide card program lets a home library card holder sign up at more than 2,000 participating libraries - though each library decides whether visiting cardholders get ebook access. The crown jewel: the Free Library of Philadelphia issues a free card to any Pennsylvania resident, unlocking one of the largest Libby collections in the country. And the state's POWER Library launched a pilot Libby collection open to all Pennsylvanians in late 2025.
Most Libby collections here are organized by county or district: the Philadelphia suburbs run big county catalogs (Chester, Delaware, and the Montgomery County consortium), county federations like Lancaster, Lebanon, York, and Butler pool one collection per county, and district collections stitch counties together - the Capital Area Library District (Dauphin, Cumberland, Perry) and the Northeast Pennsylvania Digital Library (Lackawanna, Susquehanna, Wayne, Pike). Regional consortia cover the rural middle: Central PA Libraries (Centre, Clearfield, Mifflin, Juniata), eBranch2Go (a dozen Northern Tier counties around Williamsport), the Westmoreland Library Network, and the ACLA collection shared by every Allegheny County library. In the northwest, Erie, Crawford, Oil Creek, and Seneca keep separate collections but honor each other's cards through a reciprocal lending agreement. Watch the gray pins: a notable cluster of systems (Bucks, Bethlehem, Luzerne, Beaver, Cambria, Indiana, Altoona) has left OverDrive for cloudLibrary entirely.
