South Dakota's digital landscape comes down to three pools. About 80 libraries statewide share the South Dakota Titles To Go collection (also branded the South Dakota Digital Consortium on Libby), facilitated by the State Library. In the west, the Black Hills Library Digital Consortium โ Rapid City and its Black Hills neighbors โ shares a second pool, and Siouxland Libraries (Sioux Falls / Minnehaha County) runs the third on its own.
As of February 2026, a reciprocal lending agreement links all three: through Libby's partner-library feature, a card from any of them can borrow from the other two pools. That makes card-collecting here more about convenience (shorter local holds lists) than unlocking new catalogs โ nearly any South Dakota card already reaches everything.
