Most Tennessee public libraries share one statewide Libby collection — Tennessee R.E.A.D.S. — run by the State Library and Archives through the regional library system. A card from any participating library unlocks the same catalog, so one small-town card covers most of the state's ebooks.
The exceptions are the metros: Nashville, Memphis, Knox County, and Chattanooga are by law not eligible for R.E.A.D.S. and run their own independent Libby collections (as does the city of Oak Ridge). Their digital access is generally limited to local residents. A fun quirk: suburban libraries inside Shelby and Hamilton counties (Bartlett, Germantown, Collierville, Millington, Signal Mountain, Collegedale) do participate in R.E.A.D.S., so those cards unlock the statewide catalog that a Memphis or Chattanooga card doesn't.
