Vermont library cards come from your town library — there is no statewide card. Most libraries are free to residents of the town(s) they serve, and many will issue a nonresident card for a small fee if you live elsewhere.
For Libby readers one card is nearly enough: most Vermont public libraries share a single Libby catalog, Listen Up! Vermont, run by the Green Mountain Library Consortium. Nearly every pin on this map shares that one collection, so extra Vermont cards add little. On top of that, the Vermont Department of Libraries offers ebooks to all Vermonters through the separate Palace Project app, no matter which library you use.
The map shows the larger town libraries among Vermont's ~185 public libraries; most of the small ones are Listen Up! Vermont members too, though a handful of tiny libraries don't participate.
