Virginia issues library cards system by system — there is no statewide card. Northern Virginia systems (Fairfax, Arlington, Alexandria, Loudoun, Prince William, Falls Church) honor DC-metro reciprocal agreements, some systems like Virginia Beach give free cards to any Virginia resident, and many others charge a non-resident fee. Check each system's eligibility before you plan a pickup trip.
There is no statewide Libby collection, but Virginia is quietly full of shared catalogs: Southern Virginia Libraries United Electronically (SoVaLUE) pools two dozen small systems from the Eastern Shore to Danville, the Blue Ridge Download Consortium covers the northern Piedmont and Valley, Virginia Piedmont Public Libraries serves the Lynchburg area, Roanoke Valley Libraries shares one catalog around Roanoke, and — despite its name — Southwest Virginia Public Libraries now stretches from Abingdon to Charlottesville, Portsmouth and the Northern Neck. One card inside each pool covers the whole pool, so the big independent systems (Fairfax, Arlington, Loudoun, Henrico, Chesterfield, Norfolk, Virginia Beach and friends) plus one card per consortium is the efficient route.
