West Virginia is one of the easiest states in the country: any resident can get a free statewide card from the West Virginia Library Commission, and local cards are free at your home library. Most systems also honor cards from other WV public libraries.
Ebooks pool into three shared Libby collections. WV Reads (run by the Library Commission) covers roughly half the state's libraries and is open to any WV resident via the statewide card. WVDELI — the West Virginia Downloadable Entertainment Library Initiative — is a second pool centered on Kanawha, Harrison, Marion, Monongalia and the Northern Panhandle. The Eastern Panhandle and Potomac Highlands share a third catalog, Listen Eastern West Virginia. Three cards — one per pool — unlock essentially every Libby title in the state.
Dark pins are county libraries with no Libby collection of their own; residents there can still use WV Reads through a Library Commission card.
