For Libby, Wyoming is the simplest state in the country: every county library (plus the State Library, University of Wyoming, and the community colleges) pools one statewide collection, the Virtual Library of Wyoming. One Wyoming card unlocks everything — collecting additional Wyoming cards won't add a single new ebook. Checking off one library here checks off the whole state.
